Two quotes from Chew A.M. (NC Singapore / Elitez FMCG), dated 1 and 7 September 2026, benchmarked line by line against the bands on your Unit Cost Reference and against fresh market research. ← Back to tracker
Sits almost exactly on the median of the band already established on the reference page — and it is 6.4% cheaper than the $132.25 NC quoted for the same item on the main 505 fit-out. Hard to attack on rate; attack the count instead (75 wiring points plus 130 track points plus 80 spotlights is a great deal of lighting for one hall).
This band is an approximation. No directly comparable sports-luminaire rate exists in the reference set, so it is estimated from commercial floodlight pricing and should be treated as indicative until NC supplies the photometric data sheet. Ask for the design lux at floor level: recreational pickleball wants around 500 lux, competitive play 750+. Twenty luminaires is the right order of magnitude for two courts.
Below the floor of the fitting supply-and-install band, and well under the $69–$86.25 NC charged on the main quote. This one is genuinely good — bank it and do not reopen it.
Also below the band floor. A track head at $39.38 supplied and clipped on is competitive. Bank it.
Upper-middle of the fitting band, which is normal for exit and emergency luminaires — they carry battery packs and need SCDF-compliant spec. Not a lever.
Just over the top of the commercial band, though 8.9% better than the $166.75 on the main quote. Thirty points makes this a modest lever — landing it at $125 (the band median) recovers about $806.
Not like-for-like with the $100–500 20A DP isolator band on the reference page — a 32A triple-pole-and-neutral device is physically larger and needs heavier tails, so the band is widened accordingly. Upper half, but only two units, so worth about $225 at most.
12.6% higher than the $379.50 NC charged for a 20A DP isolator on the main quote, though this one includes the control cable run from fan to switch. Ask what that cable adds — if it is under $50, the isolator itself is being priced above NC's own precedent.
The single biggest line in either quote — $35,100, or 47.2% of the entire electrical bill — and NC's own footnote calls it a provisional sum, which is an open invitation to re-price it. The bracket: a 5.5m HVLS ex-China lists at US$900/unit at 1–9 pieces (AC gear motor, 12-month warranty); Western branded units run past US$10,000 at 20–24ft before installation. NC's unit is a DC/PMSM motor with a 5-year warranty, which legitimately sits well above the China price — but Singapore has at least four established HVLS suppliers (Spacefans, Evel, Coomi, Temet). Get three direct quotes and convert the provisional sum into a fixed price.
Below the median, and 34.8% cheaper than the $4,830 NC quoted for a 100A board on the main fit-out. Genuinely improved pricing. Bank it.
The run length is not stated. At the ~$107/m rate established on the reference page, $1,125 implies roughly a 10.5m run from the existing 400A MSB. If the actual run is longer, this is cheap; if much shorter, it is not. Ask for the length before accepting.
At the bottom of the screed-removal band ($2.61/ft²). Includes offsite disposal, which is the expensive half of this trade in an industrial building with lift constraints. Bank it.
$1,316 in total. The correct preparation step before a rescreed, priced as a token. Not worth a conversation.
The most important number to get right, and NC is well under market. Singapore floor levelling ahead of a vinyl finish runs S$5–9/ft² ($53.80–96.90/m²); NC is at $3.97/ft². Note that the reference page's $21.50–43/m² screed band is not comparable — that is 3–4mm self-levelling compound, not a full 468m² structural rescreed. At $20,007 this is the second-largest line in either quote and it is priced below the market floor. Do not touch it.
The same $61.88/m² NC used for carpet tile on the main quote, applied here to vinyl. Comfortably in the lower half of the resilient-flooring band. Fine.
31.5% cheaper than the $230/m² NC quoted for curved brickwork on the main fit-out — straight runs are simpler and the pricing reflects that honestly. Below the band median. Bank it.
A 30% improvement on the ~$75/ft² NC charged for framed laminated glass on the main quote, and now inside the band. One small point: the panel is described as 9.0m × 1.2m = 10.8m², but billed at 11m² — a 1.85% round-up worth $115. Trivial in itself, but it tells you the quantities are rounded rather than measured.
Essentially on the band floor, and within $2/m² of the $103.50 NC quoted on the main fit-out. Consistent pricing. Not a lever.
21.7% cheaper than the $115/m NC quoted for steel stiffener posts on the main quote, and mid-band. Reasonable for framing that has to carry a 9m glass run with drywall above it.
13.2% below the $2,137.50 NC quoted per leaf on the main fit-out, and just under the band median. Fair for an aluminium-framed laminated leaf. Bank it.
Above the top of the full-height carpentry band. The 3.0m height does justify a premium — roughly 25% more material than a standard 2.4m wardrobe, so the height-adjusted equivalent is about $356/ft, still above the $305 median. Across a 5.5m run, landing this at $400/ft recovers about $828. A real but modest lever.
Band estimated for commercial relocation including chemical wash to both condenser and fan-coil, new refrigerant piping, insulation, PVC trunking and drainage. NC lands on the median. Note this quote is copied to Natural Cool — the aircon arm — so the relocation is being done in-house rather than subcontracted.
The softest number in either quote. At $9,562.50 against $64,905.75 of measured works this is 14.7%, where Singapore fit-out preliminaries typically run 5–12%. It also echoes the main 505 quote, where NC charged $13,075 across supervision, scaffolding and documentation for work the previous CT Hub contractor did free of charge — a pattern your own margin note already flagged. The scissor lift inside this line is a genuine cost (roughly $800–1,500/month hire); the supervision element is where the negotiation sits. Landing at 10% recovers about $3,072.
Costs below are indicative market ranges researched for this review, not quotes. They are what you should expect to add on top of the $148,825.80 — and the first one has a sequencing trap attached to it.
Neither quote includes a playing surface. Acrylic at 4mm runs US$21–64/m²; cushioned PU at 8mm runs US$43–107/m²; PVC roll from a Singapore supplier typically lands S$45–90/m² installed. The spread depends entirely on system and court count. Singapore suppliers who do exactly this: GymFlooring.sg, Kohup Sports, Pickleball Corner SG.
Resolve this before the rescreed is poured. If the posts are in-ground rather than portable, their floor sockets must be set into the new screed. Miss it and you are hacking into a brand-new 468m² floor you have just paid $20,007 for.
Non-fading court paint to the 20ft × 44ft playing layout. Normally bundled with the surfacing contractor, which is another reason to appoint one before the floor is finished.
Essential if two courts share the hall with a refreshment and networking area — otherwise balls run into the social space continuously. Not mentioned anywhere in either quote.
Note (f) of the electrical quote carves both out. For a bookable court you will want at least Wi-Fi coverage and probably cameras.
Note (e) carves out diverting the existing Level 4 distribution boards and the solar panel inverter. If either sits in the court footprint this becomes a real and awkward cost.

Both quotes add up correctly — every line was recomputed and every extension matches. Payment terms are identical on both: 30% on order, 25% on delivery of materials, 40% on completion, 5% on handover. Both are valid 30 days, so the electrical quote lapses 1 October and the builder’s 7 October 2026. The electrical quote is additionally pegged to an LME copper base of US$14,300.

Deliberately excluded from this table: the rescreed, the hacking, the glass, the brickwork, the drywall, the steel framing, the glass door, the track fittings and the 100A board. All nine are at or below market and several are materially better than NC’s own precedent pricing. Pushing on them would cost you credibility on the two lines that actually matter.
